Carpency and Associates, LLC (C&A), a woman-owned, small business, was founded to satisfy a market need in the area of critical infrastructure security in a quality and reliable manner.  C&A’s strength is the professional capability and attitude of our employees.  C&A provides security consulting, design and engineering for critical infrastructure facilities such as nuclear, fossil and hydro power plants, dams, refineries, switchyards, electric and gas substations, seaports, rail transportation facilities; and also malls and shopping centers, hospitals, corporate office buildings, and campus-type facilities.

Sindy H. Carpency - Principal and CFO

Sindy is C&A’s founding Principal and Chief Financial Officer. She attended Penn State University and majored in Business.  She is the founder and CEO of two other companies.  Mrs. Carpency brings over 20 years of company management experience to C&A, and has over 10 years of digital video applications experience.  She is responsible for C&A’s accounting, marketing, proposal preparation and project management functions.

Frank M. Carpency, P.E., CPP, PSP, CSC- Principal and Chief Engineer

Frank is a registered Professional Engineer (PE), a Board Certified Physical Security Professional (PSP), a Certified Protection Professional (CPP), and a Certified Security Consultant (CSC).  He has over 30 years of experience in security consulting, engineering and design on over 250 projects.  He holds an Associate Degree in Electrical and Electronics Technology from Penn State University and a BSEE from LaSalle University.  His areas of expertise include integrated security system design and security system applications (access control, intrusion detection, CCTV, and lighting) for large, critical infrastructure facilities.  He has published over 15 technical articles and papers on security and has served as a speaker at over 50 security workshops and seminars.  He has provided both domestic and international security consulting, design and/or engineering at over 40 nuclear power plants, many government facilities, airports, railroad facilities, seaports, refineries, malls and shopping centers, hospitals, college campuses and several corporate world headquarters buildings.  He helped develop the ASIS Physical Security Professional Certification program and is currently serving as an instructor for the PSP review course.

Jobi M. Westhoven - Manager of Design Services

Jobi manages all of C&A's drafting, design, graphics, and CAD efforts.  She holds a Bachelor of Architecture degree from Philadelphia University and has over 12 years of experience in architectural design. She specializes in control center and ergonomic console layouts, ballistic resistant applications, and security equipment layouts.  She possesses a working knowledge of BOCA, IBC and Uniform Federal Accessibility Standards.  She has served as an Architect or Project Manager for upgrades for the National Institutes of Health, National Cancer Center, Social Security Administration, National Aeronautics and Space Administration, Arlington National Cemetery, Ft. Detrick, 55th Combat Facility Ft. Meade, and Amtrak - Union Station (Washington, DC).

Russell H. Schlosburg, M.S. - IT Security Consultant and Webmaster

Russell holds a B.S. in Computer Science from the University of Hartford and a M.S. in Information Assurance from the University of Maryland University College. He has over 10 years of experience in Information Technology Consulting, Software Engineering and Cyber Security Consulting. He is also an adjunct professor at Montgomery College (Rockville Campus) in Maryland in various computer related subjects including Computer Security.

Russell is responsible for designing and implementing information security programs, including policies and standards, processes and procedures, governance and organizational models, and the technical implementations of the programs.  These include vulnerability assessments, firewall systems, intrusion detection systems, remote access systems, web and internal applications, and information security awareness programs. 

Russell is also responsible for networked physical security systems design including digital CCTV surveillance systems and communications networks using the latest IP technologies.

Russell serves as C&A's webmaster and is the sole consultant responsible for the current design and maintenance of our web site.
