Carpency and Associates, LLC conducted a comprehensive management oriented physical security survey and risk/threat assessment for 33 Tier-1 substations including perimeter, control house and overall site, and prepared an assessment report detailing the findings and recommendations for each substation. C&A also obtained a CAP Index report for the 10 most critical substations and incorporated the summary findings in the report. The Security Assessment Report addressed each substation’s current security condition, provided a description of protective equipment installed, and specific recommendations as to what is required to provide adequate protection against theft, vandalism and sabotage to the property, facilities, equipment, and the security of personnel (if applicable). Existing security equipment was addressed in terms of adequacy or inadequacy and specific enhancements identified. Areas of programmatic strength and areas of special concern were highlighted. The recommendations included a clear description of the protective barriers, surveillance devices, lighting, access and egress controls, intrusion detection equipment, and any other equipment or procedures required. The recommendations were prioritized and budgetary cost estimates were provided for each recommendation. |
