Security Program Assessment and Design and Reassessment

C&A conducted a security program reassessment in 2006 of a previous security study conducted in 1998. C&A performed the following tasks:

  • Determined if the threat had changed and determined what the present threat is based on LLEA data.
  • Determined the level of risk associated with the threat.
  • Recommended countermeasures to mitigate the threat.
  • Revalidated and updated the report’s assumptions and recommendations.
  • Reviewed the gatehouse study performed by AMV.
  • Reviewed fencing recommendations and the quotation provided by a fencing contractor.
  • Addressed physical and procedural security for residents, employees, visitors, vendors/contractors, and the physical plant. Considered the existing operations and contemplated future operations of AMV Security and Departments (Administration, Food Services, Facilities, Maintenance, etc.).
  • Addressed Security staffing, tasks performed, workload, and associated issues such as use of uniforms and duress capability.
  • Provided prioritized recommendations and provided an estimated cost to implement each recommendation.

C&A personnel performed a study to gather data, conduct interviews, assess the existing security program, and prepared a report of findings with recommendations, alternatives and a cost estimate. Prepared a design basis document based on the results of the study report. Provided design support for the new security building at the main entrance to the campus. Designed the security console and system equipment to be contained in the new security building. Provided on-site technical support required during construction and post construction services including review and approval of shop drawings and other required vendor submittals, on-site inspections, clarification of design issues, witnessing of tests and incorporating contractor markups for as-builts to the CAD design drawings.

Asbury Solomons Island (ASI), Solomons, MD

Security Program Assessment and Design

C&A personnel conducted a site inspection, interviewed appropriate ASI personnel and prepared an assessment report with findings, recommendations and a cost estimate to upgrade the security system. Provided design and engineering of security sub-systems such as access control, CCTV, intrusion detection and communications, and design for monitoring of selected ASI non-security equipment (such as freezers and air handlers) by the security system. Developed construction documents including installation CAD drawings and a bid specification to furnish and install the security equipment.

Asbury Bethany Village, Mechanicsburg, PA

Security Program Assessment and Design

C&A personnel reviewed the new facility drawings prepared by the architect, interviewed appropriate Bethany and ASMI personnel to establish the design requirements and prepared a high-level cost estimate to implement the security system requirements for the new facility. Provided design and engineering for a security system for the new facility. The design included access control, CCTV surveillance, intrusion detection and communications. The equipment included a new security system computer and application software, a security workstation and peripherals, equipment racks, system field panels, card readers, badging equipment, electronic door access and egress devices, door contacts, CCTV switcher, CCTV monitors, CCTV system controls, CCTV cameras, CCTV camera housings and mounts, and security communications (intercom) equipment.

 

Asbury Epworth Manor, Tyrone, PA

Security Program Assessment and Design

C&A personnel reviewed the new facility drawings prepared by the architect, interviewed appropriate Epworth and ASMI personnel to establish the design requirements and prepared a high-level cost estimate to implement the security system requirements for the new facility. Provided design and engineering for a security system for the new facility that interfaced with the existing Epworth security system. The design included access control and intrusion detection. The equipment included electronic door access (magnetic locks) and egress (time-delay crash bars) devices at selected access controlled doors, standalone electronic keypads for control of electronic locking devices, magnetic contacts at selected doors for intrusion detection purposes, miscellaneous system field panels, and equipment/materials required to interface the new facility security equipment with the existing security system monitoring equipment.
