Carpency and Associates, LLC conducted a comprehensive security assessment of the Millstone nuclear power plant to assess the physical security system to assure efficient and effective security operations as well as compliance with NRC Rules and Regulations as stated in 10 CFR Part 73. C&A developed a report to present findings of the evaluation of the security system consisting of the access control system, security computer system, alarm stations, protected area (PA) barrier, isolation zones, lighting, perimeter intrusion detection system (PIDS), and closed circuit television (CCTV) surveillance system. Specific problems and/or shortfalls in these systems were identified and recommendations presented. Each security subsystem was addressed on an individual basis for clarity and ease of discussion. C&A included an overview of applicable U. S. Nuclear Regulatory Commission (NRC) guidance and an application philosophy for each subsystem based on published NRC documents and successful security system designs at operating nuclear power plants in the United States. Carpency and Associates, LLC developed a layout design, CAD drawings, and field-of-view and resolution calculations for the perimeter CCTV system for both North Anna and Surry nuclear power plants. C&A also developed CCTV camera design for the Salem Independent Spent Fuel Storage Installation (ISFSI). Carpency and Associates, LLC performed an assessment of the site lighting system for both North Anna and Surry nuclear power plants. C&A took light readings with a digital light meter at grade in a 20-ft. grid along the entire perimeter and a 50-ft. grid throughout the site. C&A produced a CAD drawing for both sites indicating all the light meter readings and noted shadow areas, lighting “hot” spots, and areas with lighting deficiencies. C&A noted non-operating fixtures and those that were cycling. C&A also produced a report describing the approach, findings/results, and recommendations. |
