Carpency and Associates, LLC conducted a security assessment and prepared a report and equipment location drawings for the Pensacola Hydroelectric dam, Kerr Hydroelectric Dam, Salina Pumped Storage Generating Facility, the Coal Fired Power Plant, the GRDA Engineering and Maintenance Facility, and the GRDA Headquarters Building. The effort for the hydroelectric facilities was to ensure that the security systems would provide reasonable and appropriate security to meet the intent of the FERC and NERC guidelines.  Other guidelines and standards such as IEEE Std. 1402-2000, “IEEE Guide for Electric Power Substation Physical and Electronic Security” were also utilized as appropriate. The NERC guidelines apply to the protection of cyber assets with CIP-006 addressing the physical protection of the cyber assets.  C&A assessed the physical protection of cyber assets as appropriate.

C&A’s scope was to focus on the adequacy of the access control and CCTV system to meet the intent of the FERC guidelines.  In addition, C&A addressed as much as possible, basic FERC assessment items contained in the FERC Security Program for Hydropower Projects document. C&A also provided marked-up sketches to indicate findings and recommendations and provided additional text and photos in a report to expand the information contained on the sketches.
