Lancaster Parking Authority

Carpency and Associates, LLC conducted a comprehensive security assessment for five parking garages in an urban environment. C&A reviewed existing documentation, including: security policies, plans and procedures; signage plan; parking facility as-built drawings; CCTV, access control, emergency phones drawings and documentation; electrical and lighting drawings; communications; existing and available data networks; parking plans; control center drawings; crime and incidence reports; and LPA security and safety reports.

C&A conduct security assessments for five parking facilities: Penn Square, King Street, Prince Street, Duke Street and Water Street. Assessments included: existing security measures including infrastructure, technologies, and procedures; existing structures; vehicle entrances, exits, travel; elevators, stairwells, lobbies, and travel paths; ticketing and toll booths; evidence of crime / loitering activities; networking survey, lighting conditions, emergency phones, CCTV systems and signage.

C&A conducted an audit of security procedures to ensure a measured and appropriate response to incidents, a review of security staffing and deployment. C&A conducted night-time surveys for lighting, staffing and operations. C&A defined future control location, console, monitoring and response requirements. C&A reviewed LPA’s security communications and data network to include: current network provider, available network providers, existing available LPA network cables including fiber optics, optional wireless networking including point-to-point and mesh.

C&A reviewed Life-Safety Code issues for occupancy, and addressed efficiency, long term durability and reliability factors, and personnel safety. C&A performed a security and life-safety hardware analysis, and reviewed maintenance requirements for ease of programming, replacement and retrofit.

C&A determined availability of replacement components, reviewed existing security and communications systems usage and integration, investigated the potential use of new IP based technologies, and associated integration and networking, and evaluated existing wiring, routing, capacity and reliability, and provided alternatives and recommendations. C&A investigated power availability, reliability and back-up. C&A prepared cost estimates, schedules and a report with findings and recommendations including additional observations, concerns and recommendations.
