Carpency and Associates, LLC conducted a comprehensive security assessment of the Salem/Hope Creek nuclear power plants to assess the physical security system to assure efficient and effective security operations as well as compliance with new NRC Rules and Regulations as stated in 10 CFR Part 73. C&A developed a report to present findings of the evaluation of the security system consisting of the protected area (PA) barrier, isolation zones, lighting, perimeter intrusion detection system (PIDS), and closed circuit television (CCTV) surveillance system. Specific problems and/or shortfalls in these systems were identified and recommendations presented. Each security subsystem was addressed on an individual basis for clarity and ease of discussion. C&A included an overview of applicable U. S. Nuclear Regulatory Commission (NRC) guidance and an application philosophy for each subsystem based on published NRC documents and successful security system designs at operating nuclear power plants in the United States. As follow-on to the security assessment project, Carpency and Associates, LLC developed a detailed project plan to implement the recommendations contained in the assessment report, developed a design baseline document, prepared CCTV and intrusion detection layout drawings, and developed a detailed cost estimate for all engineering, equipment, materials, and installation labor. C&A provided on-site assistance during installation for this on-going, three year, security upgrade project. |
